What I don't get:
Little League was never specifically mentioned in the article, so maybe this league isn't affiliated with Little League. If it is affiliated with Little League, though, this whole thing is ridiculous. The kid is throwing 40 mph. 40! That may indeed be too hard for kids fresh out of t-ball. It might be too hard for kids who never picked up a baseball bat until they turned 10. It might be too hard for a quadriplegic who controls the swing of the bat by blowing into a straw.
But it's not too hard for
"Major League" Little League players.
Every local league is set up a little bit differently. Maybe they have bylaws that they need to change. But if he's 9 years old, there's nothing in Little League rules to prevent a league from bumping a kid like this up to the next level. The basic framework is that Minor League is open to kids 7-12, Major League to kids 9-12. Leagues are welcome to have multiple minor league tiers divided by age groups. Maybe that's the case here. But the obvious thing then would just be to amend the rules and move this kid up to a more competitive level.
I have a feeling this is some fly by night unaffiliated league, not an actual Little League, though.

This is probably exactly what happened here.
I umpired for years. My family got very involved in our local Little League after my sister wasn't allowed to play Major League because she was a girl. Her choices were softball (lame) or Minor League (where she hit about 350 home runs and, as a 12 year old, was about 4 feet taller than all the 8 year old boys she had to play with). And seeing the inner workings...my God, adults are stupid people. Just utterly, unbelievably stupid people, who probably should never be allowed anywhere near kids. Not when sports are involved.
Youth sports are all about 40 year old men with tiny penises and bad memories of how much they sucked at sports trying to live vicariously through their kids, who also suck at sports but aren't allowed to fail. A lot of egos and politics, and then every few years one of these men has an epiphany and realizes what a douchebag they've been...only to have 4 more needledicks step in to take their place.
So some micropeened assbag is pissed that the only good pitcher in the league isn't playing for his team, which means he can't hang some league champion plaque in his office to remind everyone of how involved he is in the community.
That's the whole story here, says my money.
